Fantastic, but the tactic is somewhat equal in propaganda value and grandstanding hyperbole.
How many federal and state legislators actually read in detail all the legislation presented to them?
Anecdotally I could find a wide variance from partisan sources in a brief online search (Fox, CBS, IVN) that went from almost none to more than half.
Additionally, I found anecdotal evidence for a similar range for other duties of the legislators: corresponding with peers, meeting with constituents, writing their own legislation.
My assumption is that the sheer volume of duties for an elected official does require a competent staff to be able to condense, categorize, and prioritize a legislator's direct involvement in their duties.
As such, I feel that the letter was probably not drafted by the actual legislator, merely quickly scanned and given approval for release.

+James I think you are setting the bar too low. Having a good grasp of basic grammar and punctuation constitutes essential reading and writing skills. I also think most people should have basic math skills. Saying some people play in the NBA and some people have good grammar is a bizarre equivalence. After all, the NBA is the height of athletic achievement. Basic reading and writing skills are something millions of people have. I think it is important and beneficial for everyone to get the fundamentals of reading and writing. I don't think that means they need a passion for it.

I don't know what the part about witchcraft came from, but that's not how the law of 3 works.
