A new setting has been added that grants Facebook the ability to track and target ads to you while you're not even on FB. Instead of just selling ads on Facebook, or on Facebook platforms (like WhatsApp and Instagram), Facebook is now selling ads everywhere, to everyone, whether or not you have a Facebook account. If you do have a Facebook account, though — like 1.6 billion other humans do — Facebook will also use your Facebook data to sell those ads. And it's opt-in by default without telling you.
How is that different from Google?
The difference is that when you signed up for Google services you agreed to that. Facebook simply decided they wanted to get into non-Facebook advertising and opted user IN to the service by default without warning.
