A declassified 25-page summary of the report by FBI, CIA and NSA on “assessing Russian activities and intentions in recent US elections,” says point blank that “Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the US presidential election.”
"We also assess Putin and the Russian Government aspired to help President-elect Trump’s election chances when possible by discrediting Secretary Clinton and publicly contrasting her unfavorably to him. All three agencies agree with this judgment. CIA and FBI have high confidence in this judgment; NSA has moderate confidence. Further information has come to light since Election Day that, when combined with Russian behavior since early November 2016, increases our confidence in our assessments of Russian motivations and goals."
Just before this report was released, Trump received an intelligence briefing from senior US intelligence officials. He bizarrely declared that Russian hacking “had absolutely no effect on the outcome of the election.”
However, the report from the US intelligence community squarely pins Russia as the culprit behind the hacks on the Democratic National Committee. The report reads, “In July 2015, Russian intelligence gained access to Democratic National Committee (DNC) networks and maintained that access until at least June 2016.”

My point is that intelligence services are always lurking around, we may like it or not – that is the matter of fact.
Another matter is that states also have counter-intelligence services that are given special priviliges and funding to screen critical areas from foreign intelligence. Is POTUS elections a critical area for USA? I think it goes without doubt. So C-I services of USA are given all kind of special treatment to keep the elections integrity(and other crucial systems too of course).
Now they are almost proudly saying they did not do their purpose. WUT???
